Part1
Amended the Customs Law of the People's Republic of China。
(1) Delete the customs permit registration in Article 9, paragraph 1。
Article 11 is amended as follows: The consignee of import and export goods and the declaration enterprise shall file with the Customs in accordance with law。
Article 88 of Article 3 is amended as follows: failure to file with the Customs may impose a fine。
Article 89 Where a customs declaration enterprise illegally declares goods on behalf of others, the Customs shall order it to amend and impose a fine on it;If the circumstances are serious, it is prohibited to engage in customs declaration activities。Those who illegally declare customs on behalf of others shall be ordered by the Customs to make modifications and be fined。
Article 5, Article 90, paragraph 1 is changed to read: Where the consignee of import and export goods or the customs declaration enterprise bribes the customs personnel, the Customs shall prohibit them from engaging in customs declaration activities and impose a fine on them;If the case constitutes a crime, criminal responsibility shall be investigated according to law。
Part2
Amended the Law of the People's Republic of China on Import and Export Commodity Inspection。
(2) Change the inspection institutions approved by China's commodity inspection authorities into inspection institutions established according to law (hereinafter referred to as other inspection institutions)。
When the import and export commodities specified in item 1 of this Article are inspected, the commodity inspection authorities may accept the inspection results of the inspection authorities;The State department for commodity inspection shall conduct catalogue administration of the above inspection institutions。
(3) Change the inspection institutions approved by the State department for commodity inspection in Article 8 into other inspection institutions。
